About ADL Project

One of the reasons for starting the distance learning project is the fact that the members of the Ministry of Defence and the Serbian Army are required to fulfill new missions and tasks concerning defense. Another reason is the need to reform the military educational system, as well as the need to harmonize and integrate it into the educational system in society. The aim of the project is the modernization of the military education, by means of the advanced technologies and distance learning system use. The project is developed with a view to propose the development of the distance learning system model in the Serbian Army. This could be one of the forms of the vocational training of the members of the Serbian Army after graduation. Another aim of the project is to define the main assumptions concerning the necessity to install the technological infrastructure (telecommunications infrastructure, hardware, systematic and applicable software) needed for the accomplishment of the project. In this way all the members of the Serbian Army could continue with the advanced training when they finish the formal education, and proceed till the end of the professional military career.

 

Vision

vizijaTransforming the Army of Serbia into a smaller, more efficient, more rational and more modern army, requires completely and highly qualified personnel. Integrating the army of Serbia into regional processes and the Partnership for Peace on the one hand, and adjusting to the state education system on the other hand, calls for the reform of the military education system, which is the object of another project. The reformed military education system has to meet numerous requirements.

The following are especially important within this Project:

  • In a professional, well trained army, every member has to continue to improve himself until the end of his career, not only during his regular education. This requires equal opportunities given to each member of the Army of Serbia to continue with professional education, not only in the field strictly connected to the assignment, but in some general fields as well (foreign languages, computer science, humanitarian law etc.)
  • A small and efficient army needs all the personnel at work, and the absence from work for any reason should be minimized. Courses lasting for a few months up to two years, which have been taking place up until now, will not be acceptable. Cost (accommodation, food expenses, daily allowance) is not the only reason for this. The reason is the weakened combat readiness of a unit. In cases of international missions, absence will not be possible. Experience shows that in these very periods, an individual has enough time for education.
  • Reduction of the army means a smaller number of teachers as well. That is why the classes will partly have to be organized by modern technology because there will not be enough teachers for neither all nor adequate classes. This is in accordance with the need to rationalize since multimedia electronic lessons cost significantly less than teachers.

We currently have multimedia lessons created by other armies in the region, and there will be more. Material related to procedures and other information necessary for reaching the desired level of interoperability. Furthermore, integrating military education system into the state education system calls for creation of infrastructure needed for access to the existing distance learning resources, those owned by the University of Belgrade and those accessible on the internet.

Mission

misijaIn accomplishing the vision and role of military educational system within the process of education and development of the personnel for the needs of the MOD and the Army, it is necessary to support the reform of military education and building of modern military educational system in accordance with the requirements imposed by contemporary world trends, as well as the reform of the educational system in our society. The mission of this Project is to support development of the members of the MOD and the Serbian Army in the course of their whole career by means of applying modern technologies, primarily informatics.

Apart from this, the Project is supposed to create conditions that will enable or support the accomplishment of the following missions:

  • offering the same possibilities to all the members of the MOD and the Serbian Army for training and improving their knowledge in the course of their whole career with the minimum absence from their workplace;
  • creating qualified and professional personnel, trained to adapt to all the necessary changes and developments of the military technology;
  • providing adequate personnel profile trained for applying computer technologies on the level requiring the engagement in multinational environment;
  • further developing the model of education in order to provide constant improvement of the officers’ knowledge and skills in the course of their whole career, following the pattern of additional quality for the next assignment, as well as expanding educational services in the MOD and the Serbian Army;
  • upgrading methodological competence through the strategy of improvement of the teachers’ knowledge and skills;
  • introducing quality standard of education, upgrading teaching material resources and compilation of educational literature, quality of evaluation and self-evaluation of the teaching process, further developing of scoring and evaluation system, increasing the level of success in studying, the mobility of the teachers and students within the Military Academy and towards civilian faculties.

Aims

General aim

The general aim of the Project is modernizing military education by means of applying progressive, primarily computer technologies and enabling distance learning as one of the modern systems of teaching. This aspect of education should enable the military personnel to continue their professional development after graduation and further on to the end of their professional career with the minimum absence from their workplace and reduced engagement of teaching personnel. By introducing distance learning, it would be possible to integrate directly into the military and civilian educational systems of the surrounding countries. In that way, the level of interoperability required to integrate into the regional processes is reached and the military educational system integrated into the educational system in the society.

 

Specific aims

Specific aims of the Project are directly connected to the accomplishment of its contents and can be identified in the following:

  • training the personnel working on planning and developing of the teaching process to:
    1. identify teaching contents (subjects, curriculums) suitable to be accomplished using modern technologies;
    2. initiate, manage and evaluate the projects of creating appropriate teaching materials and their introducing in the teaching process;
    3. observe successfulness and effectiveness of using such materials and take adequate measures; as well as engaging these personnel in accomplishing the listed activities within this Project;
  • providing organizational and technological infrastructure that will, within the Military Academy, and for the needs of the MOD and the Army, provide medium-term capacities for introducing and applying new possibilities of studying, developing and giving lectures with the use of computer technologies, as well as the environment in which it will be possible to develop and maintain teaching and learning systems at the Military Academy, with a great variety of teaching methods necessary to meet different requirements of the users;
  • contributing to further developing the model of education in order to provide constant improvement of the officers’ knowledge and skills in the course of their whole career, following the pattern of additional quality for the next assignment;
  • contributing to expanding educational services in the MOD and the Serbian Army;
  • offering the same possibilities to all the members of the MOD and the Serbian Army for training and improving their knowledge;
  • reducing absence from the units due to training;
  • reducing engagement of teaching personnel in the process of development of the members of the MOD and the Army;
  • contributing to reducing expenses of development of the members of the MOD and the Army through reducing expenses of trips, accommodation and daily allowances during the period of development;
  • increasing the level of interoperability required to integrate into the regional processes;
  • supporting integration of the military educational system into the educational system in the society.

Target groups

ciljnegrupeThe project includes the training of the following target groups of the Ministry of Defence and the Army:

  • Members of the Army at the beginning of their professional career (COs, NCOs, career officers) being assigned to different posts.
  • Candidates and course attendants at post-graduate studies (General Staff School, Command and Staff School, Master Studies and Doctorate Studies).
  • Candidates for participation in Peace Support Operations, Humanitarian Aid Operations and International Exercises.
  • Candidates for new assignments in the PfP and NATO structures.
  • Regular Military School Attendants (students at the Military Academy, candidates for NCOs, students at the Military Grammar School).
  • Other personnel from MoD and the Serbian Armed Forces.
